Define rules for proposal/tender invitation and evaluation which comply with the acquisition policy and strategy. NOTE 1: Examples are: • a rule that a multiphase tendering process should be used (reasonable when uncertainty is high) • pre-planned interactions with suppliers • a rule that the supplier will be informed about the evaluation criteria • a rule that a timetable should be stipulated to allow suppliers specified times to respond to the call for tender • a rule prescribing to use a two stage evaluation process (reduce a long list of suppliers to a short list of suppliers who are invited to tender)
